In 2017, New Yorkers had the opportunity to do an end run around their infamously corrupt state legislature to clean up elections and pass popular progressive reforms currently blocked by powerful special interests. That's because every twenty years, a quirk in New York's constitution gives voters the chance to call for a state constitutional convention.
